April 2026 Livelihood Policy Package: Pension Backpay, Medical Insurance Upgrades, Credit Repair Guide

Honestly, I was genuinely pleasantly surprised when I saw this wave of livelihood policies.

Not that fake “wow this is so great” surprise, but real appreciation—these policies are actually practical.

Quite a few new regulations landed in April. I spent two days going through all the policies and summarized them into this guide. Can’t promise anything else, but at least this will help you figure out: How much can these policies save? How to claim? When will payments arrive?

1. Pension Backpay: Three Groups Get Money Directly

The best thing about this pension adjustment—backpay hits your account directly, no application needed.

Who gets it?

Group 1: Those who retired in 2025. For those who retired last year, after this year’s pension base recalculation, the difference will be paid in a lump sum. I calculated—probably 1-3 months’ worth, anywhere from hundreds to thousands.

Group 2: Elderly citizens. Those over 70 get an extra 50-200 yuan monthly. Standards vary by region—check your local HR & Social Security Bureau announcement.

Group 3: Those in remote/difficult areas. Not nationwide, but if your area has this policy, you can get tens to over a hundred yuan extra monthly.

When does it arrive?

Varies by region, but most places will finish paying by April-June. Just check your account, no application needed.

2. Medical Insurance Upgrades: Two Most Practical Changes

There were many medical insurance adjustments, but I focused on these two:

Change 1: Cross-province medical treatment settlement is easier

Before, seeing a doctor across provinces meant either paying upfront or going back to your insurance location to claim reimbursement—a huge hassle. Now, just register once and you can settle directly at most hospitals nationwide.

How to register? You can do it on your phone:

  • Download “National Medical Insurance Service Platform” app
  • Tap “Cross-region Medical Treatment Registration”
  • Fill in information, submit

Takes less than 5 minutes. I just helped my mom do it last week—really quick.

Change 2: Outpatient reimbursement rates increased

Outpatient reimbursement used to be low, and many drugs weren’t covered. After this adjustment, outpatient reimbursement rates generally increased 5-15 percentage points.

How much can you save? Let me give you an example:

Say you see a doctor at a Grade-A hospital, spend 500 yuan on drugs within the insurance catalog.

  • Before: 50% covered, you pay 250
  • Now: 60% covered, you pay 200

Save 50 yuan once. Ten visits a year—save hundreds.

3. Consumer Protection: These Situations Qualify for “Refund + Triple Compensation”

I really want to talk about this policy because it’s so practical.

Starting April, you can demand “refund + triple compensation” in these consumer scenarios:

  1. Online shopping false advertising. For example, advertised as “pure cotton” but turns out to be synthetic fiber—you can demand refund + triple compensation.

  2. Prepaid card business closure. If a gym or salon where you bought a prepaid card shuts down and the owner disappears, you can sue for refund + triple compensation.

  3. E-commerce platform doesn’t honor promises. For instance, they promised “30-day no-questions-asked return” but on day 5 they refuse your return—you can demand refund + triple compensation.

But there’s a prerequisite: Keep evidence.

Screenshots, recordings, chat logs—keep them all. Don’t wait until you need to defend your rights only to find you have nothing.

4. Credit Repair: These Records Can Now Be Deleted

A reader asked me recently: “I had a credit card overdue payment years ago. Now I want a loan but the bank says my credit report has issues. What can I do?”

Good news: Starting April, some adverse credit records can be repaired.

Specifically:

  • Overdue payments cleared for over 5 years: records automatically deleted
  • Non-malicious overdue payments (like bank system failures): can apply for deletion
  • Those caused by special circumstances like pandemic: can apply for explanatory notation

How to apply?

  1. Log into “People’s Bank of China Credit Reference Center” website
  2. Tap “Dispute Appeal”
  3. Fill in application, upload supporting documents

Usually processed within 15 working days.

My Advice

These policies, honestly, are well thought out. Not those “look beautiful, actually useless” empty policies.

But the key is—You have to know about them to use them.

I suggest:

  1. Pension backpay: Check your account April-June to see if payment arrived. If not, call 12333 to ask.

  2. Medical insurance upgrade: If you travel cross-province often for work, get that cross-region medical treatment registration done ASAP. In case you need medical care away from home, it’ll save a lot of hassle.

  3. Consumer protection: Keep evidence. Screenshots, recordings, chat logs—keep them all. Don’t wait until you need to defend rights only to find nothing.

  4. Credit repair: If you have adverse credit records, go check the credit center to see if you can repair them.

One last thing: Good policies are only effective if you use them. Don’t wait until policies expire to realize you missed out.

Forward to family and friends—don’t miss these benefits.
